Too late for Chebukati – IEBC agrees to a bunch of NASA demands

On Tuesday the IEBC gave in to some of NASA’s irreducible demands by conceding to access to servers and a requirement to have all results forms be sent together at the same time with text results. The IEBC however, refused to change the elections technology sponsor OT-Morpho, and the presidential election ballot papers printer Al-Ghurair a firm based in Dubai in explaining time limit and possibility of modification does not amount.

The IEBC’S letter dated for 10th October directed to NASA’s chief executive officer Norman Magaya came too late after Mr Raila Odinga pulled out of the presidential race and demanded for fresh nominations and an election to be held in 90 days.

Mr odinga yesterday withdrew from the repeat Presidential election to be held on October 26 blamed the IEBC for failure to address the NASA coalitions concerns in its 12 point irreducible minimums. the electoral agency laetter turned down NASA’s much wanted demand to fire its Chief Executive Officer Ezra Chiloba, commissioners Abdi Guliye and Boya Molu. The Supreme Court ruling on annulling the August 8 elections did not find culprits accountable for the irregularities and illegalities detected.

Apart from granting candidates to access its servers to see live results streaming in, the IEBC agreed to have agents of candidates to receive the results forms at the constituency and national tallying center sit in as they are verified before results are being announced. “The results system has been modified to facilitate simultaneous transmission of both text results and corresponding scanned results Forms 34A to the constituency and national tallying centers,” the IEBC boss Wafula Chebukati told Magaya of Nasa in the letter.

The results declaration forms with presiding officers and returning officers will be standardized to ascertain their security features before being signed and submitted by them. Location coordinates of 40,883 polling stations will be shared as per Nasa’s demands.

IEBC refused to share the physical location of its local servers for security reasons but it stuck to its cloud servers despite NASA having refuted it. The letter also declined Mr Chebukati to hire fresh team of 290 constituency returning officers due to inadequate time limit in training the new team.
