Eldas MP endorsed the fourth time as flagbearer by clan elders.

Eldas MP. Aden Keynan addressing a huge gathering in his constituency after he was endorsed for a fourth term by his kinsmen.

Outspoken Eldas legislator Adan Keynan has been endorsed by Members of his Jibrail sub-clan of Dagodia as their preferred candidate in the August 2017 polls.

Keynan was crowned in a colorful event that was presided over by the newly inaugurated sultan Sheikh Rashid of the Jibrail sub-clan and witnessed by hundreds of residents drawn from across Eldas Constituency.

Wajir Senator Abdirahman Ali Hassan and his nominated counterpart Halima Abdille were also present.

Sulatn Rashid said they have thrown their weight unanimously behind Adan Keynan for the fourth time because of his remarkable performance and development record.

“Keynan deserve to serve for one more term because of his developmental records. He made Eldas what it is today from just a small village,” said Sultan Rashid.

Keynan was instrumental in the creation of Eldas constituency and growth to its current status having previously fought hard to see it upgraded to a district status.

He is also known for his aggressiveness in the August house and has served in prominent house committees such as the Public Accounts Committee and Public Investment Committees.

Keynan welcomed the clan endorsement saying it showed the confidence they had in him by giving him the mantle for the fourth time.

“I’m very much excited to continue serving my community at large and thank you all for the endorsement as your preferred candidate” he said to a round of applause from the mammoth crowd that witnessed the event.

The no non-sense MP was instrumental in marshalling Wajir County to a 6-piece vote for the Orange Democratic movement in 2013.

Together with Tarbaj MP Mohamed Elmi and Wajir Senator Abdirahman Hassan, the trio teamed up with newcomers Fatuma Ibrahim (Women representative) and Ahmed Abdullahi (Governor) successfully clearing all the Major seats in the county.

Only Wajir East survived the onslaught where Abass Sheikh was elected on Jubilee coalition ticket.

“He is a kingmaker in Wajir politics and that is why when sneezes, Wajir politics catches cold. This guy (Keynan) is unstoppable not only in Eldas but also in Wajir County at large, he is a force to reckon with” said political analyst and Nep Journal contributor Abdi Warsame.

Keynan is also remembered for having created more job opportunities for his people.

Abdi Mohamed, a resident of Eldas, told Nep Journal on phone that Adan Keynan has always been at the forefront to assisting his electorate.

“Keynan has been more than an MP to us, he is a phone call away contrary to his peers who start ignoring calls from day of assuming public office. No wonder we want him to stay for more years to come” said Mohamed.

Adan Keynan Profile

Adan Wehliye Keynan was born on October 10, 1968 in Wajir County. He is the MP for Eldas Constituency in Wajir County.

He also served as the MP of the Larger Wajir West from 1997 till 2013 except in 2002 when he was defeated by the late Ahmed Mohamed Khalif.

Keynan was elected to the National Assembly in 1997 on a Safina Party ticket and in 2007 on a KANU ticket. In 2013, he was elected on an ODM ticket (CORD Coalition)

Parliamentary Committees in which Keynan served.

Form 2013, he has been a member of the Liaison Committee and Departmental Committee on Defence and Foreign Relations and he is the Chairperson of Public Investments Committee.

From 2008 to 2013, he was a member of the Departmental Committee on Energy, Communications and Information, Departmental Committee on Labour and Social Welfare and also a member of House Business Committee. He was also the Chair of Defence and Foreign Relations Committee.

From 1998 to 2002, he wa a member of Departmental Committee on Administration and National Security and also a member of Departmental Committee on Finance, Planning and Trade.

Keynan’s Education Background

Adan Keynan was a Primary School Student at Rhamu Primary School from 1978 to 1985 when he sat for his Kenya Certificate of Primary Education (KCPE).

From 1986 to 1989, he was a Secondary School Student at Wajir High School and Garbatula High School.

From 1990 to 1994, he was an Undergraduate Student of Bachelor of Education (Arts) at Moi University.

Adan Wehliye Keynan was Master of Arts (Public Administration) Student in Moi University between 2008 and 2009, then joined the University of Nairobi in 2010 for his Master of Arts (Diplomacy).

Adan Keynan’s Career

From 1996 to1997, Adan Keynan was the Director of National Housing Corporation.

1997 to 2002, MP for Wajir West in Safina Party Of Kenya

2007 to 2013, MP for Wajir West in KANU Party

Hon. Keynan was the Vice-Chairman of the Parliamentary Service Commission of Kenya between 2008 and March 2013.


Hon. Keynan is a recipient of Spirit of Detroit Award in Michigan State, USA, (1999) in recognition of exceptional achievement, outstanding leadership and dedication to improving the quality of life.

He is also a recipient of an award in the Role of Legislatures in Economic Governance, Washington DC, USA, (1999).

In 2012 Hon Keynan was the Chairman of Kenya – Turkish Parliamentary Friendship Group.

Adan Keynan’s Journey of making Eldas great!

In 2011, Adan Keynan successfully lobbied for the upgrading of Eldas to a district status. He was the beneficiary of what came to be known as the ‘relief’ districts as the then president of Kenya, Mwai Kibaki created a number of new districts so as to reward loyalty.

Eldas was hived off from the larger Wajir west constituency and got its first MP in 2013.

The town has realized tremendous growth getting a complete facelift attracting investment in every other sector.

Massive infrastructural development was realized notably in the areas of health care and education. The town was also connected to electricity and telecommunication networks for the first time.

Adan Keynan bills in parliament

As a member of parliament, Adan Keynan has sponsored a number of bills, some of them termed as controversial in the Kenyan Parliament.

On 21 March 2014, Adan Keynan sponsored The Order of Precedence Bill, whose main purpose was to strip recognition titles from governors and members of county assemblies.

In 2013, National Flag Emblems and Names Amendment Bill was sponsored by Adan Keynan, a bill touted to strip Kenyan governors the right to fly a flag on their cars.

In 2015, a bill sponsored by Adan Kenyan whose main intent was to grant Parliament the immunity to be scrutinized by media was passed.

International positions held

Adan Keynan was elected to the executive committee of Common wealth Association of Public Accounts Committee in October 22, 2015 at Common wealth Association of Public Accounts Committee headquarters at Malta Island.

Commonwealth Public Accounts Committee (CAPAC) is a committee that is designed to support the work of commonwealth Public Accounts Committee in promoting good governance, implementing the declarations contained in the communiqué of the November 2013 Commonwealth Heads of Government Meeting.

It is on record that the Wajir West Constituency prior to Adan Keynan entry into politics, did not have a single secondary school. But now that is history. The following are the schools which he has built during his tenure.
